CAUSE: container has an overflow:hidden css rule.
A sample solution by example is http://www.manisheriar.com/holygrail/fixed.htm and http://www.manisheriar.com/holygrail/leftcol-f.htm.
This site might also be a solution: http://matthewjamestaylor.com/blog/equal-height-columns-cross-brows....

It will take longer to follow the links and restructure the css. Though this would be the best solution especially in terms of longetivity.
However, quicker solution would be to stretch the sidebar to the length of the content since currently the content is always longer.

So it's either stretch the sidebar to the content height and so try to make anchoring work or scrape this completely like Abu said and just include a static services nav. on the side on every page.
