The original ticket's validator url is checking the source as html 4 transitional, but it should be doing xhtml 1 transitional (or even strict).
Once changed to xhtml transitional, errors change to:

Down to 2 errors now, just the errors of trying to use the javascript functions as attributes in the tag around the banner.
